China Clarifies Export Controls on Dredger Equipment: What Foreign Founders Need to Know

China’s Ministry of Commerce and General Administration of Customs have issued Announcement No. 51 of 2026, refining export control measures on dredger-related items. The new rules, effective November 18, 2026, specify technical parameters for dredger pumps, dragheads, and cutter heads, and require exporters to obtain licenses and make accurate customs declarations. Foreign founders involved in the export or re-export of such equipment from China should review these requirements carefully.

China Updates Export Controls on Dredger Equipment

Foreign founders operating in China’s maritime equipment sector should note that the Chinese government has revised its export control measures for certain dredger-related items. The decision, announced by the Ministry of Commerce (MOFCOM) and the General Administration of Customs (GAC) in Announcement No. 51 of 2026, is based on the Export Control Law, Foreign Trade Law, Customs Law, and Regulations on Export Control of Dual-Use Items. It aims to safeguard national security and interests and takes effect on November 18, 2026. The dual-use export control list will be updated accordingly.

The announcement identifies three categories of items now subject to export controls. Exporters must apply for a license from MOFCOM before shipping these items and must ensure accurate customs declarations.

1. Dredger Pumps and Key Components

Dredger pumps with the following two characteristics are controlled (reference customs commodity codes: 8413709120, 8413709980):

Additionally, key components specially designed for these controlled pumps are also controlled:

Technical notes clarify that “suction inlet” refers to the entry point for fluid or medium during pump operation; “pump casing inner diameter” means the inner bore diameter of the casing; and “impeller diameter” denotes the outer diameter of the impeller blade wall.

2. Dredger Dragheads

Dragheads used in trailing suction hopper dredgers with a suction pipe diameter greater than or equal to 0.55 meters are controlled (reference customs commodity code: 8479109010). The “suction pipe diameter” is defined as the inner bore diameter of the draghead discharge outlet.

3. Dredger Cutter Heads

Cutter heads used in cutter suction dredgers with a cutter ring outer diameter greater than or equal to 2.1 meters are controlled (reference customs commodity code: 8479109010). The “cutter ring outer diameter” refers to the outer diameter of the cutter head base.

Licensing and Customs Compliance

Exporters of the above items must apply to MOFCOM for a license in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. They are also responsible for the authenticity of customs declarations and must strengthen the identification of export items.

For items that are subject to control, exporters must indicate “dual-use item” in the remarks column of the customs declaration form and list the relevant dual-use export control code. For items that are not controlled but whose parameters, indicators, or performance are close to the control thresholds, exporters must state “not a controlled item” in the remarks column and provide the specific parameters and indicators. If customs has doubts about the completeness, accuracy, or authenticity of the declared information, it will raise queries according to law, and the goods will not be released during the query period.

Practical Implications for Foreign Founders

Foreign founders whose China-based operations involve the manufacture, sale, or export of dredger equipment should take note of these updated controls. The new thresholds are specific and may capture items that were previously not controlled. It is essential to review product specifications against the listed parameters and ensure that any exports of controlled items are licensed.

Proper customs declaration is equally important. Even for items that fall outside the control list but are close to the thresholds, accurate disclosure of technical parameters is required. Failure to comply could lead to delays or penalties. Companies should train their compliance teams and update internal export control procedures before the November 18, 2026 effective date.

For foreign founders setting up or operating a company in China, understanding these export control requirements is part of maintaining smooth cross-border trade.
